There are 2 reasons: 1) you do not wish to begin your licks on beat 1, so possibly not starting your scales on beat 1 will assist you get used to that.
And 2) if you’re playing a scale, like a mode, that may lead your ear to a note besides the root, not having the root arrive at beat 1 is rather – unsettling … or unfulfilling at the least.
